Career choices, different levels of education. The need many women have to seek flexible or part-time work. And, yes, outright discrimination. There is a complex range of causes to the pay gap and we need to address all of them.
Third, while I do not believe that regulation is the whole answer to this, or indeed to any other problem, I recognise that there are still changes in the law that need to be made. Our document highlights those changes, and a Conservative government would make those changes. Pay audits for firms that are found guilty in terms of discriminating against women over pay. Far from adding to the regulatory burden, these audits could actually reduce it both for the staff involved and the company itself.
And we propose, as Theresa said, a new "reasonableness" test for any material factors that are used as a justification for paying a woman less on the basis that the factor has nothing to do with gender. We look forward to working with the Equal Opportunities Commission (EOC), and its successor body the Commission on Equality and Human Rights (CEHR), with business organisations, and with all of you, so that we can really get this right and we can really make a difference in government.
We must not think of this issue as a burden. We must think of this issue as an opportunity. As the EOC has estimated, increased employment of women could benefit the economy by 23 billion pounds. And if we could achieve the same levels of female entrepreneurship that are in United States, we would have three quarters of a million more businesses in Britain.
